A town called Buckner was once the county seat of Collin County, but when the legislature decided that the seat must be within three miles of the county's center, it meant a new location needed to be chosen. Texas Legislature went on to name the city after Collin McKinney who was a pioneer and land surveyor who helped draft the Texas Declaration of Independence from Mexico in 1836.
